This volume is an effort to meet these needs. The focus of treatment is the Soviet political system at the beginning of the 1960's. For the sake of brevity, almost all of the history of institutional development and political rivalry has been omitted. As a result, the book differs from most other treatments of Soviet politics, which deal in detail with political developments prior to and since the Bolshevik Revolution of 1917. Certainly much is lost by omitting the rich detail of political evolution in the U.S.S.R.
