Summary: This volume divided into three parts. Part I traces several aspects of the concept of national economic policy and how its growth gave rise to institutional changes which culminated in the Employment Act of 1946. Part II is an account, narrative in form but with some running analysis, of operations under the act from July 1946 to the present. Part III represents my personal interpretation of the significance of these events-problems which have emerged in these initial years, and possibilities for the future.
