Summary: In the days of the East India Company each of the Settle ments of Bengal, Madras and Bombay was governed by a Pre sident and a Council appointed from officials of the Company; and the term " Presidency " had reference to the territories under the control of each such President. The Presidency of Bengal at that time included Bihar and Orissa and those tracts to the North which had come under the control of the Company. In 1773 an Act of George 3rd provided. the Presidency of Bengal should be governed by a Governor-General and a Council of 4. In 1793 the Governors' Councils in Madras and Bombay were empowered to make laws to have effect in their several Presiden cies; but the Governor-General of Bengal had authority over both. In 1823 the Governor-General of Bengal was appointed Governor-General of India; and the territory of Agra was detached from that of Bengal.
