In the book now presented before the public, an attempt has been made to re-state the issues as objectively as possible. While pleading for recognistion of the fact that the public sector has come to stay in India, I have not overlooked the many obvious dangers and pitfalls in its actual working. I have, however, sought to present, as clearly as possible, the problems which must be tackled in nationalised undertakings before they can fulfil their role as custodians of the welfare of the community.
The public sector had just made its appearance on India's economic horizom. Since then there has been considerable expansion of the sector, particularly in respect of commercial and industrial undertakings, under the aegis of the second Five year plan.
