Public enterprises are today playing a signi ficant role in the economies of developing coun tries. Certainly this is true of India. Public enterprises not only control the commanding heights but have entered almost every field of national endeavour. Apart from ideological consi derations, it is the belief of policymakers that public enterprises are more effective instruments of development than the private sector. If this belief is to be sustained, there is a need to ensure that the state owned enterprises are run at a high level of efficiency.
In this book, Praxy Fernandes, with frankness and analytical skill has attempted to tackle these complex issues. He proposes a package of metho dologies to evaluate public enterprise performance financially, productively and socially. The views he has expressed are often unorthodox and will certainly provoke debate.
