The essays in this volume form an integral part of a larger intellectual in quiry sponsored by The Asia Society, New York, during the period 1976-1979. The project, which was made possible through a grant to the society by the Agency for International Development (AID), consisted of a series of seminars and workshops dealing with the problem of measuring progress toward alleviating poverty in the less-developed countries. It in volved some seventy-three scholars, development specialists, and policy makers from the Americas, Asia, and Africa.
The rationale for this undertaking was to identify some of the principal substantive and methodological issues involved in measuring development performance. At four meetings, participants commented on successive drafts of chapters 1 through 4 of this book. Chapter 5 is based directly on the proceedings of the workshops on time use and data needs. We are especially indebted to William Butz, for the time-use workshop. The workshop participants included the following:
