Summary: THE AUTHORS of this book have many debts to acknowledge. Their most important debt is owed to the political and social theorists, past and contemporary, upon whom they have drawn so heavily. Surely these debts go far beyond the ones specifically acknowledged in footnotes in the text. We have benefited greatly from critical readings of the manuscript by Lucian W. Pye, James S. Coleman, Robert Packenham, David Abernethy, Arnold Heidenheimer, Merle Kling, Henry Ehr- mann, Lewis Edinger, and Norman Nie. David L. Giele of Little, Brown fought a noble battle for improvement in or- ganization and style. Joanne Rauch supervised the prepara- tion and revision of the manuscript with imagination, pa- tience, and accuracy, and shared the typing burden with Vir- ginia Martino.
