We meet to-day on an ever memorable occasion when the foundation of the Constitutional Reforms is being laid in this province, under the best and happiest auspices. This day will be regarded as a red-letter day in the history of this province to which the historian of the future will turn with pleasing interest. To us it is a matter of unfeigned gratification that it has been given to us as members of the first Legislative Council under the Reforms Act the previlege to assist at the launching of the new conditions. In common with the other pro vince, we have our own countrymen, distinguished and capable, in the two wings of the Government, who, I earnestly hope and trust, will justify the expectations that have been reposed in them.
