Summary, etc. | THIRTEEN OUT OF THE SIXTEEN ESSAYS ON INDIAN POLITICS AND FOREIGN policy, brought together in this volume, were published in various periodicals and books-Indian and foreign-from 1964 to 1969; three are published here for the first time.<br/><br/>The issues discussed in the essays are still being debated: what are the disciplines which democracy expects from the citizen, the legislator, the minister, and the civil servant? Does the Indian Constitution, brought into effect in 1950, need a fundamental revi sion? Is multiplicity of parties suited to India? Is nationalization of the means of production the key to socialism? How is Gandhi relevant to our time? Has our foreign policy contributed to the realization of our national interests? How has the discovery of nuclear energy affected the elements of power? In what directions does the machinery for the conduct of our foreign policy need change to enable it to be an efficient tool for achieving the aims of that policy? In perspective, what is the significance of the Tashkent declaration? Some ninety-five states have signed the non-proliferation treaty; is India's policy of not signing the treaty a wise one? and so on. It appeared useful to have the essays brought together in one volume to stimulate public discussion and hence this volume.<br/><br/>The author is grateful to the publishers of the periodicals and books indicated in the footnotes at the beginning of each essay for their generous permission to reprint the essays.<br/><br/>I must also thank Vikas Publications for the promptness with which they have brought out the publication and according to the high standards with which they are now associated in the field of publica tion. |
