Summary, etc. This is the case study of a Community Development Block, It is the result of a year's investigation in connection with a Research Scheme ("A Survey of the Administration of the Community Development Block Haveli") undertaken by the Department of Politics and Public Administration in the University of Poona.<br/><br/>This is one of the pilot studies undertaken in the field by a University Department and Dr. N. R. Inamdar who was in-charge of it had naturally to countenance several initial difficulties such as lack of trained assistance and popular apathy. All the relevant records were not to be found at one and the same place; the edge of official prejudice had to be softened and popular apathy overcome. Dr. Inamdar has creditably tided over these difficulties. The helpful attitude of the Collector and the Prant-cum-Project Officer and their staff also came as a reassuring factor in this endeavour.<br/><br/>The reasons which impelled us to select the Haveli Block were its relatively advanced condition (it was reported to have put in 'A' grade performance) which roused the interest of visitors-both Indian and foreign-as well as its vicinity from Poona which enabled us to manage the Survey without affect ing the regular work of the Department.<br/><br/>The methods used in this work were fourfold viz. a pre liminary study of administrative record, personal observa tion, perusal of answers to our questionnaires supplemented by interviews with officials as well as members of the public and an intensive survey of a dozen villages.
