Summary, etc. Community Development Programme was launched in India in 1952 with the object of all round develop ment of the villages by enlisting the active participation of the villagers themselves. Later the Panchayati Raj institutions became democratic agencies for the implementation of the community development progra mmes, thus linking educational pro cess in democracy with development. How far have these local self govern ment institutions succeeded in fulfill ing these objectives?

The central theme of this book, based on contributions to the semi nar held by the University of Poona, is the relationship between commu nity development and democratic growth. While the subjects discussed in this book are varied, based either on field work or theoretical discus sion, they try to examine the working of these institutions and their pro grammes from different angles such as emerging rural leadership, elec tions, finance, staff recruitment and training, role of development ad ministration, growth of cooperatives, social education, democratic decen tralisation. Together these essays throw illuminating light on the development of rural India.
