Summary, etc. This study is an analysis of forty one reports of commissions of inquiry right from 1960, set up after communal violence in different <br/>states in India. Most of these reports are on Hindu-Muslim disturbances which have taken place in various parts of the country. Efforts have been made to bring out common findings in all these reports, which would project a clearer picture of the shortcomings in the law and order situation in the country and also the basic factors that lead to disruption of the social fabric. <br/>Relevant extracts of each report which particularly highlight the findings, causes and recommendations in respect of a communal <br/>disturbance have been presented in-verbatim for ready reference of the readers. The study is divided into four volumes. <br/>Volume 1 contains an introduction to the problem of communalism and communal disturbances, including its historical perspective <br/>and a discussion on the state, religion and politics viewed in its secular perspective. It also focuses on the main provisions of the Commissions or Inquiry Act, 1952 and major decisions of the Supreme Court thereon. The volume broadly highlights an analysis of major causes of communal disturbances, commissions and omissions on the part of the authorities (civil, police, intelligence agencies, etc.), which play a crucial role in containing communal disturbances and the measures that are required to be taken for effective prevention and control of the same. Similarly, volume I also includes inferences that have been drawn on the basis of <br/>the present study. It also contains proposed future course of action. Volumes 2, 3 and 4 contain in-verbatim extracts taken from various reports of the commissions of inquiry. It is hoped that this effort would be of immense use to students, researchers/ <br/>academicians, educationists, lawyers, social scientists, social activists, officials of the central and state governments. <br/>
