Summary, etc. This volume on the distribution of powers and responsibilities in federal democracies is the second contribution to a series of practical books on federalism being published as a part of the program entitled "A Global Di alogue on Federalism." The goal of this Global Dialogue is to engage ex perts from around the world in comparative conversations and debates about core themes and issues of federalism, the point being to build an in ternational network that enables practitioners, students, scholars, and oth ers to learn from one another, to share best practices, and to enhance their understanding of the prospects as well as the problems of federalism as a mode of governance in today's world, especially in relation to democracy, freedom, prosperity, and peace.<br/>Our aim is to produce books that are accessible to interested citizens, po litical leaders, government practitioners, and students and faculty in insti tutions of higher education. Each chapter, therefore, seeks to provide an overview of its country's distribution of powers in a way that covers all rele vant, important information without overwhelming the reader in detail. It also seeks to provide an analysis of the rationales and workings of the sys tem and to indicate how well or poorly the latter functions in relation to its constitution and its society.
