It explores the consequences of its implementation in five states -Andhra Pradesh, haryana, Madhya Pradesh, Orissa and Rajasthan. Further assessing the efficacy of the two-child norm to influence reproductive choices, it also analyses its negative implications on the status of women, the precarious Child Sex Ratio and women's participation in governance. About The Author: Mrs Nirmala Buch , a former officer of Indian administrative service, has been Secretary to the Government of India in the Ministry of Rural development, Chief Secretary of Madhya Pradesh and Vice Chairperson of the national Environmental Appellate Authority. At present, she is President of the Mahila Chetna manch, Bhopal and a visiting fellow in the Centre for Women's development Studies, New Delhi. She did her post-graduation in English from Banaras Hindu University and was a Parvin fellow in Woodrow Wilson School pf Public Affairs, Princeton University, USA. She is widely travelled and represented India in various delegations to world conferences and meets on issues of women. She has written extensively on issues of governance, public administration, the functioning of Panchayati Raj and empowerment of women.
