Summary, etc. As law enforcers, security forces serve as the first line of defence in protection of Human Rights. The community depends on security forces to protect the full range of Rights through the effective enforcement of Human Rights. The members of the security forces should carry over their work without fear or favour with due regard for the law, honour and professionalism. Effective training of security forces in Human Rights is an essential element in Global efforts to promote and protect Human Rights in every country.<br/><br/>The present work provides a comprehensive analysis of the conceptual development of Human Rights at National & International Level. It evaluates the role of legal regimes and enforcement mechanisms in the promotion and protection of Human Rights with a view to identify their Institutional and functional deficiencies. The judicial response to the problems has been evaluated in the context of judicial prescription like personal accountability of enforcement agencies. The suggestions and recommendations made by the Author to improve the efficiency of security forces and to ensure the effective use of legal standards and institutional frameworks for the promotion and protection of Human Rights are highly valuable.<br/><br/>Throughout the study, the Author has sought to emphasise that peace, development and Human Rights are interrelated. The combination of under development, globalization and rapid changes poses particular challenges to the International Human Rights regime. This makes it doubly important that we insist on the responsibility of Governments to uphold Human Rights regardless of their political, economic, social or cultural systems and notwithstanding their economic and social situation.<br/><br/>By combining conceptual analysis with an emphasis on procedures and mechanisms of implementation, this study provides a multi-international overview of the subject. The Author has attempted an enormously complex task with wide ranging analysis and research. Certainly the present book in such an important area would prove extremely useful for the legal professional's security agencies, academicians and even the common man whose care and concern for Human Rights can never be over-emphasized.
