Summary, etc. This book traces the historical background, concept and objective of Agro-Climatic Regional Planning (ACRP) which is going to be implemented from the 9th Five Year Plan. The Planning Commis sion, Government of India, has assigned the task of institutionalisation of ACRP in West Bengal to the Adminsitrative Training Institute, Government of West Bengal.<br/><br/>ACRP is mainly concentrating on agricultural planning. Under this new concept agriculture is seen from a holistic perspective. It includes all agriculture related activities like traditional agriculture, horticulture, sericulture, pisciculture, animal husbandry etc. including agro-based industries. ACRP is a conceptual bridge between the avail able local resources and decentralised planning. It aims at sustainable development in relation to local land and water based agro activities involving local people. People's participaton is the main thrust of the ACRP concept. So long we had a plan, for the people and of the people but not by the people. As a result people did not have the feeling of involvement. The lack of this sense of belongingness is one of the important reasons for the failure of our planning process. ACRP intends to reorient the whole process of agricultural planning by involving the people, the stake holders, within the process. This is to be achieved through the active co-operation and participation of the local people in the process of planning. In this sense ACRP is not only of the people and for the people, but also, and more importantly, by the people. This involvement is essential for any sustainable development.
