In all western democracies it uses the same general tools to confront the same general problems-inflation, unemployment, poverty, high taxes, recurrent international imbalances, the struggle between crass commercialization la craving for justice and quality in economic life.<br/><br/>The Welfare State: U.S.A. starts with an exposition of the struc ture of the welfare state and of its theoretical foundations, including the so-called new economics. With a masterly blending of fact and theory, Professor Ulmer then analyzes the leading problems confronted by the . United States at the start of the 1970's and of the efforts made to ameliorate them. Included are the various doles, training programs, and negative income tax plans aimed at poverty; the high taxes, high interest rates, and price "guidelines" aimed at inflation; the welfare. programs of Kennedy, Johnson, and Nixon; the constant fiscal and monetary manipulations and the theories on which they are based.<br/><br/>The book is written in terms that can be readily understood by beginning students but nevertheless contains ideas of major interest to students at all levels, in both economics and government. A helpful technical appendix has been included.
