Summary, etc. | In recent years, the collapse of the Communist system in Russia and East European countries has put a serious question mark before the validity of planned socialist economy. However, while this means a return to the 'free market economy', significantly, the principle of the Keynesian prescription of state intervention whenever necessary, has not been totally abandoned. Essentially, this is not much different from the concept of 'mixed economy' which was adopted in India soon after independence as the most suitable system for the country's overall economic development, though, of course, the emphasis differs.<br/><br/>It is in this background that this book presents an in-depth economic study of Bihar today. Recurring floods, low percapita income, maniacally increasing population, and educational cultural backwardness in the state urgently call for achieving a higher rate of growth.<br/><br/>With this end in view, the book discusses such key issues as are related to the acceleration of economic growth in the state. Every point in the discussion is adequately supported by facts and figures arranged in informative tables. Significantly, the book does not so much stress on new projects and plans for the purpose as more efficient implementation of various programmes and schemes already in operation, though it does recommend formation of a 'social sector on the line of local self government which would redeem the state government of its many unnecessary public utility functions and the consequent burden on public exchequer.
