Summary, etc. The Soviet Union stands at a cross roads in its policies towards the Third World. Mikhail Gorbachev has inher ited an activist foreign policy in the developing world, but some of the commitments and objectives of his predecessors stand in stark contrast to the tenets of his new foreign policy. This volume explores ele ments of change and continuity in Soviet policy, showing the dilemmas that Gorbachev and the Soviets face in the Third World today.<br/><br/>The contributors provide a system atic examination of the strategic, political, and ideological criteria which together shape Soviet policies in the developing world. Organized around particular themes and issues, the collection pays attention to both theoretical fundamentals in Soviet doctrine and to Soviet actions in specific regions. The topics discussed range widely and include: the Soviet conception of regional security; Soviet arms transfers and military aid to the Third World; the Third World in Soviet professional military thinking; the USSR and Crisis in the Caribbean Basin; Soviet policy towards Southern Africa, notably Angola and Mozam bique; and Soviet policy towards Southwest Africa.
