Primitive form of survival on common property resources goes on reproducing poverty among the tribal and poor peasantry. With common pro perty resources as the core of an enclave social formation in India today, the authors have shown its functionality and linkage with the modern macro-economic system. Theoretically, this is a study of articulation of multiple modes of eco nomy operating in India. The characte ristic feature of linkage of primitive micro-economy with the dominant eco nomy is the major source of tribal and rural enclave poverty. The working of the trio-tenancy, usury, and marketing, has kept them dependent on a histori cally rooted system. The tribal and rural poor are now questioning the way resources are allocated for development.
