Summary, etc. | THIS comparative study of the pro<br/>blems of segreCgation in Tndia and<br/>America is a pioncer research of in-<br/>temational importance. The author<br/>propounds a new theory quite Con<br/>vincingly that Panchamas were rulers<br/>of Mlecha (Buddhist) countries.<br/>When these countries were conquered<br/>and subjugated by the Brahmin rulers<br/>of India, they were made slaves and<br/>untouchables under Brahmin domina<br/>tion.<br/>Contradictory concepts of basic legal<br/>principles of property and rule of law<br/>between Brahmin and Buddhist coun-<br/>tries resulted ultimately in the degra-<br/>datica of Buddhists in Iadia to the<br/>status of Untouchables thereby deny-<br/>ing them the basic right of acquisition<br/>of property, like the Negroes in<br/>America. Proprietary status concern-<br/>ing these unfortunate classes have<br/>been thoroughly discussed in the<br/>book. The scrutiny of the educa-<br/>tional segregation of the Negroes and<br/>the Untouchables makes a great con-<br/>tribution to the knowledge and theo-<br/>ries of Jurisprudence.<br/>The author's discussion of the legal,<br/>historical, and constitutional aspects<br/>of segregation and desegregation, with<br/>special reference to the segregated<br/>classes of Indian society, reveals ori-<br/>ginality of thouglht and expression and<br/>a high level of scholarship.<br/>The book formulates a programme<br/>to be considered by the leaders and<br/>administrators desirous of solving this<br/>problem. The extensive research on<br/>many problems will be very useful for<br/>historians, politicians, scholars, social<br/>workers, and universities because be-<br/>sides touching upon problems of segre-<br/>gation and desegregation it also deals<br/>with the forces and principles govern-<br/>1ng society and its evolution.<br/>DR P. T. BoRALE Was born in the<br/>segregated Community of Dr B. R.<br/>Ambedkar, the emancipator of the<br/>segregated classes. He entered politics<br/>under the banner of Dr Ambedkar<br/>and took active part in the labour<br/>movement of the Sweepers and<br/>Scavengers. He went to Jail in the<br/>historic Bombay Municipal Sweepers<br/>strike in 1949 which won legal recog-<br/>nition for the sweeper's right to strike.<br/>Dr Borale was associated with<br/>Government of India's Labour Tri<br/>partite conferences and other Com-<br/>mittees. He was elected Chairman of<br/>the Law and Revenue Committee in<br/>1957, Chairman of the Standing Com-<br/>mittee in 1958, and was the first<br/>Buddhist Mayor of Bombay in 1959.<br/>Dr Borale obtained an LL.B. degree<br/>and started practice as an Advocate<br/>of the High Court, Bombay. Since<br/>1960 he has been the Principal of the<br/>People's Education Society's Siddharth<br/>College of Law, Bombay founded by<br/>Dr Ambedkar for the educational<br/>development of the segregated classes.<br/>He was also Chairman of the Board<br/>of Studies in Law and a member of<br/>the Syndicate of the University of<br/>Bombay. He obtained a doctorate in<br/>Law from the University of Bombay. |
