Summary, etc. This is the eighth volume in the series on the United States and China in World Affairs, which is being sponsored by the Council on Foreign Relations through a generous grant from the Ford Foundation. In supporting this research program, the Council seeks to encourage more active and better informed considerations of one of the most important areas of foreign policy for the United States.<br/>The Council program was under the able direction of Robert Blum until his untimely death, and it was he who envisaged the total project, arranged for the authors of the separate studies, and counseled them during the formative stages of their work. The appearance now of the completed studies constitutes appropriate memorials to his deep concern for a more enlightened public under standing of Asia.<br/>This project, which has been guided by a Steering Committee under the chairmanship of Allen W. Dulles, has not sought to pro duce any single set of conclusions on a subject as complex as that of America's relations with China. Each study in the series, therefore, constitutes a separate and self-contained inquiry written on the re sponsibility of the author, who has reached his own judgments and conclusions regarding the subject of his investigations and its impli cations for United States policy. The list of authors includes persons with a variety of backgrounds in Chinese affairs and foreign policy. Some have had long personal experience in China. Others have studied China and Far Eastern problems during recent years or dealt with them as officials and administrators. In each case, they have been able to consult with a group of qualified persons invited by the Council on Foreign Relations to meet periodically with them.
