Summary, etc. This is the 8th in the series on micro-level planning by the Asso ciation of Voluntary Agencies for Rural Development. The develop ment concept of the study was finalised some time in early January, 1975. Since then it has been discussed in a number of AVARD meetings, the notable being the workshop on Compre hensive Area Development at Govindpur, Mirzapur district, Uttar Pradesh, February 17-22, 1975.<br/><br/>It is a matter of pleasant coincidence that the Janata Party Government at the Centre in its latest policy statement on health goes a long way endorsing the strategy developed in this report. The differences arise in respect of part-time or full-time employ ment of health workers in villages, their responsibilities in terms of area to be covered and the services other than strictly in the field of health. AVARD has no strong views on either of these issues. Naujhil project is a pilot project. It is unique in its scope and content. Lessons learnt in its execution would be of great value for those engaged in comprehensive area development all over the world.<br/><br/>In its Volumes I and II AVARD has drawn a baseline for the block economy. This would be helpful to those who want to appraise/evaluate the project at different stages of its implemen tation. Volume II gives details of the sample and estimation procedure. The questionnaire used for the survey is also given.<br/><br/>In the chapter on irrigation, a plan for the saturation of the block is given. To implement the whole programme calls for resources far beyond the pale of immediate mobilisation of the implementing agency. Again, the time horizon for this would be longer than the implementing agency can immediately visualize. Accordingly, a short-term goal and proposal in this respect is re-defined and projected in the project proposal part of the report. Similarly, under the programme of health, eye and dental services are dealt with only in the annexures. Their being taking up is dependent upon the availability of funds.
