| Summary, etc. | The world is moving inexorably to a new era of hope. This is now admitted even by the American Establishment. Mikhail Gorbachev, the Soviet President, has made a significant contribution to this change in the global scenario. All this began three years ago with the Reagan-Gorbachev summit at Geneva in 1985, when in their joint declaration they stated that a nuclear war could not be won and should never be fought. Gorbachev took the next logical step: he presented a comprehensive nuclear disarmament pro gramme on January 15, 1986. Unfortunately, the USA refused to take this logical step. In fact, it stepped up its arms drive. We need not go here into the details of the tortuous course of the Geneva negotiations on arms control or the Vienna talks on the reduction of conventional forces and arms in Europe. But some milestones may be mentioned. |
