Summary, etc. The general theme of the Mexico City Congress, part of the work of which is reported in this volume, was 'Human Resources, Employment and Development'. After hearing four addresses to a plenary session, the Congress conducted its subsequent work in six more specialised sections. The two reported here were concerned respectively with Human Resources and Employment in Developed Countries' and 'The International Economy and Employment'.

The former, which had been planned by Burto Weisbrod, USA, who writes an introduction to the first part of the volume, contains twenty two papers, in some cases abbreviated for publication. The subjects covered fall into three broad groups. The first is concerned with the general manpower policies of various countries (they include Canada, Japan, Bulgaria and Hungary) and with various labour market issues. Harvey Leibenstein writes on X-efficiency, Angus Maddison on measuring labour slack, Glenn Withers with John Freebairn on market adjustment.
