Summary, etc. | In this collection of speeches, which spans a period from early 1970 to April 1979, President Brezhnev addresses a wide variety of audiences, including those at international conferences, trade union congresses, meetings celebrating the 50th anniversary of a number of Republican communist parties, and Komsomol congresses. He especially praises members of the Komsomol for the part they play in promo ting ideology and for the selflessness of many who leave the comfort of their homes to work in rugged Siberian conditions on the massive Baikal-Amur railway project. A main national issue during this period was the drafting of the new Constitution of the USSR which came into force in October 1977. The author was at the head of this task, and he describes the sweeping changes since the 1936. Constitution that necessitated this new framework in which to live and work.<br/><br/>A special Foreword allows President Brezhnev to pre-state those individual rights and their basis in socialist public ownership which are his later subject matter in many speeches. There can be no end to the debate about democracy, and this book gives the Soviet case a most authoritative expression. |
