Summary, etc. Industrialisation is crucial to India's development strategy as that alone can radiate stimuli throughout the economy and lift it out of stagna tion. The most rational approach is to industrialise the country as rapidly as possible with better utilisa tion of labour and increase in people's earnings.

Dr Tandon's new book (in two volumes), Pattern and Technique of India's Economic Development sets out the most significant advance in understanding the country's problem of underdevelopment. There are in all thirteen chapters divided into two volumes. Volume I deals with techni que of development and examines the characteristics of an underdeve lopment economy, a case for plan ning, controls over private sector, choice of objectives, choice of invest ment criteria and evolution of indus trial policies. There are eight chapters in the first volume discussing these issues.

In Volume II the author discusses the emerging pattern of development, and the wide gaps between what was anticipated and what is being actually achieved. Separate chapters deal with pattern of industrial deve lopment, evolution of agricultural policies and emerging pattern of agricultural development.

Originally a dissertation, it was presented and approved for the Degree of Doctor of Letters in the University of Allahabad. Professor Robert A. Solo commented: "In my opinion, it is the best existing refer ence on the general field of economic development in India"
