Summary, etc. This work has resulted from research undertaken by Dr Anand P Gupta under the ILO's World Employment Programme. Making the first systematic study of this subject, Dr Gupta examines two key problems of developing nations Income Distribution and Employment Creation.

He attempts a careful analysis of the extent to which employment opportunities can be expanded in India by reducing poverty and inequality, and presents a detailed analysis of the tax and expenditure policies of the Government of India with a view to providing an idea of the role which these policies can play in reducing poverty and inequality in the country. The book also explores the other ways by which the instrument of fiscal policy can make a significant and lasting contribution to the expansion of employment opportunities in India.

An examination of how selected instruments of fiscal policy affect labour intensity, and thus employment, results in the finding that there are considerable possibilities of using fiscal policy to change output-mix and also factor-mix towards more labour intensive development and higher employment.

This book should be read not only by those concerned with India, but also with other countries, for the insights it offers into the role of fiscal policy in meeting the greatest social challenge of our age elimination of poverty and unemployment.
