Our aim is to outline the most crucial issues, to emphasize some of the basic choices and policies in the light of past and present development experiences.<br/><br/>Another purpose of this study is to underline the possibilities and limitations of traditional and new techniques. There is a trend nowadays in development economics to over-react against capital: intensive industries, advanced technologies, and growth policies. No doubt many mistakes have been made in the last few decades," but nothing would be more dangerous than to swing from one extreme to the other. The question is not a matter of radical choice between different means, but a matter of the proper blend or package of techniques."
