| Summary, etc. | THIS VOLUME is the fourth publication of the National Man power Council. The Council was established at Columbia University in the spring of 1951, under a grant from the Ford Foundation, to study significant manpower problems and to contribute to the improved development and utilization of the country's human resources.<br/>Its first study, Student Deferment and National Manpower Policy, appeared in April, 1952, and was followed in May, 1953, by A Policy for Scientific and Professional Manpower. In March, 1954, the Council published the Proceedings of a Conference on the Utilization of Scientific and Professional Manpower. This conference, held by the Council in October, 1953, brought together sixty-six experts for a five-day meeting at Arden House, the Harriman Campus of Columbia University. The deliberations aided the Council's present study by illuminating the role of technicians in our economy. |
