Summary, etc. This is a book of essays written as a tribute to Pandit Hriday Nath Kunzru on the occasion of his eightieth birthday.

Walking in the footsteps of great liberals like Mahadev Govind Ranade and Gopal Krishna Gokhale, Pandit Kunzru played a vital role in the struggle for India's independence and constitutional development. The liberal values enshrined in the Indian Constitution owe not a little to his forthright and eloquent advocacy. He has been one of the foremost leaders of the scout movement in India and a pioneer in such diverse fields as youth welfare and the development of the study of inter national relations.

The book consists of three parts. Part One deals with problems and achievements relating to social welfare and education. There is also an account of the birth and development of the scout movement in India. Part Two is concerned with India's efforts to achieve economic progress and strengthen parlia mentary democracy and with a critical appraisal of India's defence policy. Part Three surveys the vicissitudes of India's external relations, problems of Asian security, and the future of the Commonwealth. This is followed by a select bibliography on the social and political development of India during the last twenty years.

Dr A. Appadorai, the editor of this volume, was Secretary-General of the Indian Council of World Affairs, New Delhi, from 1944 to 1955; Director, Indian School of International Studios, New Delhi, from 1955 to 1964; and Member, Union Public Service Commission, from 1964 to 1967. He is now Honorary Visiting Professor of International Relations at the Indian School of International Studies.
