The purpose of this treatise is to give a brief account of Soviet foreign policy from the moment of the Bol shevik seizure of power in 1917 to the involvement of the Soviet Union in the Second World War, in June 1941.
The history of Soviet foreign policy should not be confused with a history of Soviet foreign relations. It is not the purpose here to illuminate, any further than is necessary to an understanding of Soviet behavior, the motives and actions of other governments in their rela tions with the Soviet Union. The purpose is rather to explore the motives and calculations from which the Soviet leaders acted, the nature of the policies they pur sued, and the significance of the major actions they per formed pursuant to these policies. For this reason the accompanying documentation is restricted in the main to items illustrating the Soviet view.
