Through this book, Tasneem Siddiqui, a senior public servant, has tried to answer questions like: What are the basic causes of Pakistan's regression and continued under-development? What role have the different classes played in bringing Pakistan to such a situation? How can a process of reform and renewal be started?

The main problem, he states, is a lack of vision and a mistrust of the people. Looking at the bureaucracy as an opaque, status-quo oriented and non-responsive institution, he argues that the main resource of Pakistan is its people. Their participation in the nation building process is, therefore, indispensable. In short, what we need is a commitment for wide-ranging reforms and a paradigm shift in our mode of governance fixing national priorities afresh. Unless this happens, the country will continue to face one crisis after another.
