This is a book about a special variety of politics, the democratic, which could not have been written and published anywhere else than in a democracy. The first of my obligations, therefore, is to the principles of the political system under which author have the good fortune to live.
The research, planning, and composition have extended over many years. For the opportunity to visit and study in different democracies, and for the time required in the subsequent writing,author is deeply indebted to the officers of the Rockefeller Foundation. Without their continuing sup port and encouragement, this book could never have been done.
