520			_aDevelopment in India is determined by more than one factor - the dominant development discourse, the political compulsion of the ruling coalition, the demand of the dominant civil society groups/ sections, the bargaining power of the subaltern groups/communities and the profit making objectives of the big business houses, traders, contractors, builders, hoteliers, miners, industrialists etc; who provided finance to the political parties to be repaid later on through political favours. The judiciary and top brass of the police and armed forces are a product of our caste, class, patriarchy ridden society where the interest of the poor is often not the top priority and concern. It is rightly said "The past decade has shown increasing concentration of income, resources and wealth among peoples, corporations and countries" (HDR, 1999:3), and some sections within a country. Development programmes and projects have benefited some but have displaced and disempowered millions of people in India. It is a question of whose development and at whose cost? Indian Social Institute, in collaboration with individuals and members of other organisations, carried out a pilot study in Madhya Pradesh to examine what has happened to some of those who have been displaced by the Sardar Sarovar Project. The findings are disheartening for those who understand what it means to be displaced from your habitat, livelihood, culture and roots where communities have lived for generations. Not too many think that it is an issue of human rights of people to life, livelihood, security, and dignity. What is found on the ground is gross violation of constitutional and human rights, norms and conditions laid down by the state of MP and the Supreme Court in dealing with the displaced.
