520 _aThe paramount issue of peace or war is hanging in the balance. That we live in a period of serious moment is beyond question. This acute danger facing mankind today places upon the diplomatists throughout the world new tasks and demands of greater dimensions which are more exacting than ever before. Even the gradual evolution of space law has imposed new responsibilities upon diplomats. It is a truism to state that the main object of diplomacy is the promotion of maximum national interests without resorting to violence or war. The attainment of this objective may be facilitated by a proper application and intelligent understanding of sound diplomatic practice. A continuous and vigorous study of the questions involving diplomatic practice is essential in order to be able to analyze and consider the depth in time and space of modern international affairs. There seems to be a mistaken notion in many quarters that the dangers, challenges and even the dilemmas of the international situation are primarily the products of defects in diplomatic practice.
