520 _aThe present monograph is the substance of a doctoral disserta tion in international relations submitted to the University of London in June, 1954, under the title "A Theoretical Analysis of the Formation of Foreign Policy."* The original argument has been preserved intact in all essen tials. The difference between the dissertation and the present version is solely one of length, the wordage of the original hav ing been nearly halved. The main body of the argument is now substantially more compact, especially in the more de scriptive sections; most references to contemporary literature have been deleted. The Introduction and the Conclusion have been omitted; the former outlined the case for a theoretical approach to foreign policy, the latter discussed the method ological status of the resulting framework as a model and indicated its place in the theory of international relations. None of these points is as unfamiliar today as it was a few years ago.
