520 _aTraining of Rural Youth for Self-Employment (TRYSEM) is an anti-poverty programme of the Government of India primarily meant to develop entrepreneurship among the rural youth. Under this programme, rural youth are trained for self-employment in the fields of agriculture and allied activities, industries, business and custom services. A number of studies conducted on TRYSEM programme have conclusively reported that a great majority of the income-generating units established by the trained rural youth closed down soon after, throwing the youth back into the ranks of the unemployed. In this study, TRYSEM is viewed in the context of the specific needs, limitations and aspirations of the rural youth who require a more human understanding than most mass poverty alleviation programmes can hope to take account of It shows that this state of affairs has been caused by the fact that TRYSEM has not been recognised as a programme meant to develop entrepreneurship among the rural youth. The case studies reported by the author vividly demonstrate the cumbersome procedures and inflexible action-orientation of the programme and the way this affects the final objective i.e. developing entrepreneurship in rural areas. The book should interest students, research scholars, planners and policy makers in the fields of economies, commerce, sociology and rural development.
