520 _aIt is almost years ago as a District Collector in one of the prosperous districts of Andhra Pradesh, I became aware of the immense potentialities of small industries in the development of rural and semi-urban areas. Over the next two decades, I have had the good fortune to be closely associated with the development of the small-scale sector in India, at the district, state and central levels. I have also had the oppurtunity to witness and study in depth the growth of small industry in other countries, notably, Japan and China. I have also participated a a Chief Technical Advisor for the United Nations in the implementation of similar programmes in Indonesia, Sri Lanka and Egypt.
