The core of the book consists of a detailed examination and comparative analysis of the British and American attitudes to external affairs, with special emphasis on the ways in which these policies are affected by the internal policies of the two democratic systems. Professor Waltz's view of the relative merits of the British and American political systems is highly unorthodox, but his is the only carefully reasoned argument of a case which deserves the closest consideration.
