In analysing the nature, consequences and underlying forces of constitutional change, an attempt has been made to bring into focus the internal dynamics of the leadership and interest-structure of the Congress and the erstwhile 'united' Janata party, the external dynamics of the environmental setting and, their interrelation. The authors then extend the study beyond a narrow, formal view of constitutional amendments to an area where constitutional change and political development are studied in their linkages. The concluding part discusses the current debate on constitutional reform and seeks to analyse its irrelevance to the critical social and economic issues confronting the country.
