520			_aThe National Institute of Public Finance and Policy is an autonomous, non-profit organization whose major functions are to carry out research, undertake consultancy work, and conduct training in the area of public finance and policy. It is the policy of the Institute to publish all of its important reports and studies except those that are of confidential nature. The Governing Body of the Institute does not accept any responsibility for the views expressed in the publications studies by the Institute: the responsibility for the findings and views lies with the Director and the staff of the Institute and, particularly, with the concerned authors. This is a revised version of a study presented as a basic discussion paper to the Seminar on Major Issues in Federal Finance organized by the Institute on 1 and 2 July 1978 with the support of the Indian Council of Social Science Research. One of the major objectives of the Seminar was to examine the important issues facing the Seventh Finance Commission whose members were invited to attend it. The study has been revised in the light of the discussions at the Seminar. Besides, a chapter has been added on the recommendations of the Seventh Finance Commission.
