520			_aThe Book contains an analysis of the current problems facing the Indian economy. Some of these are inherent in the way the economy has developed; some others have been created by government itself because of the policies that have been adopted. The change in the government in 1977 led to a re-assessment of the objectives and methods and yet the basic policy framework which puts excessive power in the hands of government continues. The Janata Government which has emphasized the importance of freedom has hardly extended the concept to the economic area. The party itself which merged as a coalition has hardly consolidated Consequently, a well defined policy has not emerged and there are pressures which push in different directions. What the economy suffers from is not control but, even worse, over control. There have been a number of contradictions in conditions and policies which the Book has endeavoured to unravel. It also offers suggestions as to the manner in which policy needs to be modified to ensure that growth is high, balanced and benefits the society at large.
