520 _aThis monograph attempts to examine critically the procedures and methods evolved and being followed in national and project planning in India since 1951. It discusses briefly the history, objectives and approach to planning, along with the planning machinery, organisational set-up of Central Planning Commission, plan framework, formulation and processing, etc., of planning in India at macro level without assigning any value judgement about their merits. It describes how, within the overall objective and framework of planning, India has evolved the systematic planning process at micro level and discusses the practices followed at the ex-ante stage of project planning to observe the project cycle identification, formulation and appraisal-for projects in the public sector and the procedure set up by the Government of India for taking judicious investment decisions. Since each stage of the project cycles plays equally important role in a scientific project planning process, the monograph presents the stage wise discussions with a view to searching right answers for improving project planning and thereby the overall performance of public sector enterprises in India.
