It discusses briefly the history, objectives and approach to planning, along with the planning machinery, organisational set-up of Central Planning Commission, plan framework, formulation and processing, etc., of planning in India at macro level without assigning any value judgement about their merits. It describes how, within the overall objective and framework of planning, India has evolved the systematic planning process at micro level and discusses the practices followed at the ex-ante stage of project planning to observe the project cycle identification, formulation and appraisal-for projects in the public sector and the procedure set up by the Government of India for taking judicious investment decisions.
