This book traces the histo rical origin of the Office and evaluates its main strengths and some of its weaknesses. It stresses that the Office of the UNHCR is essentially non political and humanitarian in character. The author concludes that on the whole the UNHCR has developed into a positive institution which has earned the gratitude of the international community and puts forward a few suggestions which would further enhance its role.
