520			_aChapter 1 gives some background information relating to the Ports. In Chapter II the general principles and certain factors which have a bearing on the problem of rationalisation have been discussed in detail. Rationalisation concerns the bulk of employees of the Major Ports, representing 98 per cent of the total strength. An attempt has been made in Chapter III to cover the whole field of rationalisation by making specific proposals in respect of representative scales and indicating the relativities and differentials so that the Port Administrations may be able to make further adjustments as necessary. The important subject of decasualisation has been dealt with in Chapter IV and recommendations have been made with due regard to the larger interests of the successful working of such vital organisations as the Ports. The last Chapter deals with the connected matters mainly related to the question of quicker turn round of shipping.
