Summary: This report is the work of a Research Group which has met regu larly at PEP over the past three years. In carrying out its work the Group has received help from a variety of sources and particu lar thanks are due to a number of individuals who have read drafts and given advice on particular sections of the report. The Group wishes to acknowledge the help it has received throughout its existence from Mr. G. R. Denton, the Research Officer in charge of the project, and Mrs. S. Trench, the Research Assistant, who were responsible for drafting the report.
