This book evaluates the party sys tem in terms of its contributions to popular control of government, po litical stability, and the adequacy of governmental policy-making. The evaluation proceeds through careful consideration of selected problems of electoral behavior and of local, state, and federal party politics.
Throughout the book, use is made of recent research findings. For ex ample, the author discusses non partisan local and state legislative politics in parallel with the varieties of state party and factional systems. He also suggests further connec tions between the array of partisan and nonpartisan systems and the findings contained in publications on voting and public opinion.
