The High Authority of the European Coal and Steel Community has often sponsored the scholarly study of problems which lie beyond the more lim ited scope of its own activities. In doing so, it is pursuing two ends. First, theoretical research, in abstracting from the confusing complexity of day to-day problems, is particularly well adapted to shed light on the inner logic of the idea of integra tion. Second, the systematic application of the re sults obtained by scientific research is of great im portance to the High Authority.

The authors of the present book, selected and supported by the research department of the List Gesellschaft, have succeeded in achieving both ends. Therefore, it is a pleasure for the High Au thority to have the opportunity to write the fore word to a study which demonstrates the fruitful ness of cooperation between men of theory and men of practice.
