Training has impact on the efficiency of the personnel only when it is need based. The subject should include the fields in which
upgradation of skills is required. Training and executive development programmes away from the needs, short as well as long term, are neither appreciated nor become effective. For the effective use of training, hence the areas of interest and skill requirements must be identified. In view of making impact of training efforts in urban administration the Union Ministry of Urban Development and Poverty Alleviation sponsored a research study for assessing the training needs of personnel engaged in urban development and administration. The volume is the out come of the study. The venture attempts to identify the areas wherein intensive training is required. The exercise is based on the experiences and the feedback provided by the officials and people's
representatives who had participated in the various training activities undertaken by the Regional Centre for Urban and nvironmental Studies, Lucknow University, Lucknow. The roles of Government of India, constituent State Governments and urban local agencies have been examined there adbare. The roles of beneficiaries (the officials and trainees) and also of the training institution i.e. Regional Centre are critically appraised.
